Phase 0 — Prove it on OWNED gear ($0, now): On the bench with OptiPlex + Pi 3 B+ + WROOM-32 + SH-C31G + Cudy + S24 + owned power: stand up Mosquitto on the Pi, the control PWA, the OptiPlex voice pipeline + router, the wake-coordinator, and CAN discovery (SH-C31G plugs into OBD2 today). Also bench-prove the OptiPlex hibernate+WOL gate (§13). No purchases. Gets ~70% of the system working. Phase 1 — Go live in the truck (~$110 buy-now): add the 8DI-8DO controller + Bosch relay panel (+ USB mic if needed) → relays, lights, phone→relay control, voice, tiered power on owned battery/solar. DC-DC charger when you move to daily driving. Cameras/Frigate when you reach for them (test ONE first). Skip Phoenix. Phase 2 — Polish + Off-Grid Basics: Phoenix radio; basic HaLow truck↔handheld; Tailscale everywhere (Cudy subnet router). Phase 3 — Cyberdeck: Rugged field terminal once requirements proven. Future upgrades (not phases — buy when triggered): Pi 4 (when the 3 B+ strains) · Pi 5 + Hailo separate camera box · capacity-add battery — buy SOON, rising 2026 market (§5.8) · lights · 4K cameras.

Start simple, prove the core, drive it a month, then add what you actually reach for. The architecture enables far more than you should build at once.
